Expanding Care·Empowering Communities
Aegis Community Solutions pairs strategic advisory for community paramedicine and Mobile Integrated Healthcare with a family of purpose-built software platforms — designed in the field, engineered for measurable outcomes and long-term sustainability.
The Platform Family
Every ACS platform starts the same way: a real operational problem, watched up close, then engineered into a system — not adapted from generic software after the fact.
Career & Compliance — EMS / Fire
Certifications, CE tracking, field reference, and department shift schedules in one app for individual first responders — with a shift engine custom-built for real department rotations.
acsmeridian.io →Community Care Coordination
Coordination infrastructure for homeless services and community health programs — connecting shelters, outreach teams, and providers around the people they serve. Development resumes after Meridian's launch cycle.
shelterlink.app →Clinical Documentation — Aegis CareLink
A next-generation approach to EMS clinical documentation — designed around the provider at the patient's side, not the billing office. Presented as Aegis CareLink, part of the ACS Gemini project.

Emergency Medical Services is undergoing structural transformation. Rising utilization, reimbursement complexity, hospital strain, and community health disparities demand more than incremental program expansion — they require disciplined, system-level redesign. We advise executive leadership, medical directors, and municipal stakeholders on the strategic development of community paramedicine and Mobile Integrated Healthcare systems built for long-term impact.
Community paramedicine must be engineered — not improvised.
Comprehensive frameworks that align clinical scope, operational workflow, and financial structure into a cohesive model of care, tailored to agency size, governance, and community health profile.
The objective is structural integrity — programs that are durable, measurable, and scalable.
Successful transformation requires leadership cohesion.
Direct work with agency executives to evaluate readiness, identify friction points, and align strategic vision with operational reality.
Disciplined execution over conceptual ambition.
Community paramedicine must demonstrate value — clinically and financially.
Long-term sustainability established through data-driven planning and strategic financial modeling.
The goal is not program launch. The goal is structural permanence.
Based in North Carolina and available to agencies regionally and nationally, Aegis Community Solutions operates as a strategic partner — not a vendor. We do not offer one-size-fits-all templates. We design tailored systems grounded in field experience and executive discipline, strengthening agencies from the inside out — so innovation enhances operational stability rather than undermining it.
How We Work
Readiness evaluation, constraint mapping, stakeholder alignment, and operational reality analysis.
Program blueprint development, workflow design, governance frameworks, and performance metrics.
Roadmap execution support, training integration, system optimization, and continuous refinement.
Leadership
Founder & Principal, Aegis Community Solutions LLC
Justin Pritchard ("JP") is a North Carolina–licensed paramedic and strategic advisor specializing in the design and implementation of community paramedicine and Mobile Integrated Healthcare programs. He holds a Bachelor of Science in Emergency Medical Care, summa cum laude, from Western Carolina University, and completed his first year of Master of Public Health study at UNC-Chapel Hill's Gillings School of Global Public Health (Leadership in Practice) before pausing to build ACS. He brings more than thirteen years of frontline EMS experience, the last four dedicated to community paramedicine practice.
That practice is hands-on: as a community paramedic with Buncombe County EMS, his work spans post-overdose response, medication-assisted treatment in partnership with regional providers, street outreach, and crisis-intervention-trained response — the ground where community paramedicine succeeds or fails. He spent seven years as an EMS instructor in the Emergency Services Division at Asheville-Buncombe Technical Community College, teaching continuing education for area fire departments and across the college's Woodfin, Madison, and main campuses — and, on occasion, within its paramedic curriculum program. He has presented on community paramedicine and medication-assisted treatment at the NC Association of EMS Administrators Winter Symposium, the NAMIHP Spring Conference, and the NC EMS Expo.
His work centers on transforming traditional response-based models into proactive, community-centered frameworks that improve outcomes while strengthening operational sustainability — spanning program architecture, workflow optimization, training integration, interagency coordination, and long-term strategic planning. The same field-tested perspective drives the ACS platform family: software built by someone who works the job it serves.
Justin believes community paramedicine represents not a pilot initiative, but a structural advancement in modern emergency services — one that reduces avoidable utilization, enhances continuity of care, and positions EMS as a critical driver of community health.
Residential training across most of the National Domestic Preparedness Consortium's member schools — the remainder completed through their online programs — in MCI, CBRNE, and hazardous-materials response, alongside NC EMS leadership coursework:
